The pacifist organizations World BEYOND War and the Coordinator for Peace, Sovereignty, Integration and Non-Interference CPAZ Human Rights, in the face of the current events that have occurred in Ecuador, we feel the duty to speak out regarding these events that have been news in Latin America and various parts of the world.
In recent days, we have seen how groups belonging to organized crime have developed actions to instill terror in the population, some of them have been: the takeover of a television channel in Guayaquil, the entry of armed men into the University of Guayaquil, the explosion with bombs in different parts of the cities of Quito, Guayaquil, the murder in prisons of members of the public forces in the country, among other events that have caused stupor in national and international public opinion.
Ecuador has within it criminal groups linked to the issue of drug trafficking, the relationship with the cartels of Mexico and Colombia, has turned this country into the third most important port in Latin America for drugs, as well as the 5th most dangerous country at the level world.
The strengthening of these gangs has been under the complacent gaze of the previous governments of Lenin Moreno and Guillermo Lasso, whose administrations also reinforced immense social inequalities in the country and the permanent violation of human rights, which has exponentially increased social conflict in the country. Ecuador. The events that have occurred demonstrate that these groups have permeated the country’s institutions, under the support and protection of these groups outside the law.
Faced with this situation, the Ecuadorian state has repeatedly declared a state of emergency and the suspension of constitutional guarantees, on this occasion it has granted extraordinary powers to the armed forces, under the recognition of armed bands of “combatants” and has declared a “internal armed conflict “.
This declaration of internal armed conflict allows the armed forces to carry out military operations to liquidate the enemy. Additionally, the National Assembly has offered amnesty and forgiveness to any member of the public forces who may be denounced in the future for violations of the Human Rights in the country.
It is clear that these decisions create many doubts regarding the motivation for granting belligerent status to armed bands and classifying them as terrorists, therefore these bands do not have a political project or an ideological definition, while this situation could degenerate into the fact that in the future The classification of terrorist is at the discretion of the public force, therefore organizations and movements that oppose the government and apply non-violent methods of struggle and resistance could also be categorized in this way.
Likewise, we are concerned about the growing militarization of the country, which does not favor a climate of security and peace in the country. This could serve to escalate unimaginable levels of violence in Ecuador. In this sense, we express the following:
We express our solidarity with all the victims and families, in the face of the very serious events that occurred in the country.
We express our concern about the scope and dimensions of the decree of internal armed conflict in Ecuador, and that this translates into repression and persecution of the social and popular movement in the country.
We declare our repudiation of the existence of these criminal gangs and ask that they respond to justice for all their crimes committed against the population.
We ask that militarization in the country cease.
We demand respect for the sovereignty of Ecuador, and that foreign military troops not be allowed to enter the country.
We demand that the Government implement a comprehensive intervention against organized crime, fighting State agents, criminal agents and economic actors, the only way to respond to a Security strategy.
We urge respect and constitutional guarantees for the rest of the population deprived of liberty in the country, and that these measures and actions by the State do not violate the rights of this population.
It will not be through the signing of new military agreements with other countries, nor through the establishment of military bases that transnational organized crime will be combated, or the continuity of neoliberal policies, it will be under the active participation of the population, and the management correctness of conflicts, with the support of the international community.
Let’s build a stable, just and lasting peace, with rights, social justice, freedom, dignity in Ecuador and around the world, that is the right and responsibility we have as human beings and peoples.

Las organizaciones pacifistas World BEYOND War y la Coordinadora por la Paz, la soberanía, la integración y la No injerencia CPAZ DDHH, frente a los actuales sucesos que han ocurrido en Ecuador, nos vemos en el deber de pronunciarnos respecto a estos hechos que han sido noticia en América Latina y varias partes del mundo.
En días pasado, hemos visto cómo grupos pertenecientes al crimen organizado, han desarrollado acciones para infundir terror en la población, algunos de ellos han sido: la toma de un canal de televisión en Guayaquil, el ingreso de hombres armados a la Universidad de Guayaquil, la explosión con bombas en distintos puntos de las ciudades de Quito, Guayaquil,el asesinato en las cárceles de miembros de las fuerzas públicas en el país, entre otros hechos que han causado estupor en la opinión pública nacional e internacional.
Ecuador, tiene al interior grupos delictivos vinculados al tema del narcotráfico, la relación con los cárteles de México y Colombia, ha convertido este país en el tercer puerto de mayor importancia en América Latina para la droga, así como el 5to país más peligroso a nivel mundial.
El fortalecimiento de estas bandas, ha sido bajo la mirada complaciente de los gobiernos anteriores de Lenin Moreno y Guillermo Lasso, cuyas gestiones además afianzaron inmensas desigualdades sociales en el país y la violación permanente de los DDHH, lo que ha elevado exponencialmente la conflictividad social en Ecuador. Los hechos ocurridos demuestran que estos grupos han permeado la institucionalidad del país, bajo el apoyo y amparo a estos grupos al margen de la ley.
Frente a esta situación el estado ecuatoriano ha declarado de manera reiterada el estado de excepción y la suspensión de garantías constitucionales, en esta oportunidad ha otorgado poderes extraordinarios a las fuerzas armadas, bajo el reconocimiento a las bandas armadas de “combatientes” y ha declarado un “conflicto armado interno “.
Esta declaratoria de conflicto armado interno, permite a las fuerzas armadas, ejecutar operaciones militares, para liquidar al enemigo, adicionalmente la Asamblea Nacional ha ofrecido amnistía y perdón a cualquier miembro de las fuerzas públicas, que pueda ser denunciado en un futuro por violaciones a los Derechos Humanos en el país.
Es claro que estas decisiones crean muchas dudas respecto a la motivación para otorgar status beligerantes a las bandas armadas y calificarles de terroristas, por tanto estas bandas no poseen un proyecto político ni una definición ideológica, en tanto esta situación podría degenerar en que en el futuro la calificación de terrorista sea a discrecionalidad de la fuerza pública, por tanto organizaciones y movimientos que se opongan al gobierno y apliquen los métodos de luchas y resistencia no violento, también pudiera ser categorizados de esta manera.
De igual manera nos preocupa, la creciente militarización del país, lo cual no favorece a un clima de seguridad y paz en el país, esto podría servir para el escalamiento de niveles de violencia inimaginables en Ecuador, desde este sentido expresamos lo siguiente:
- Expresamos nuestra solidaridad con todas las víctimas y familiares, frente a los gravísimos hechos ocurridos en el país.
- Manifestamos nuestra preocupación por los alcances y dimensiones del decreto de conflicto armado interno en Ecuador, y que esto se traduzca en represión y persecución al movimiento social y popular en el país.
- Declaramos nuestro repudio a la existencia de estas bandas criminales y pedimos que respondan ante la justicia por todos sus crímenes cometidos contra la población.
- Pedimos que cese la militarización en el país.
- Demandamos el respeto a la soberanía del Ecuador, y que no se permita el ingreso de tropas militares extranjeras al país.
- Exigimos al Gobierno implementar una intervención integral contra el crimen organizado, combatiendo a los agentes del Estado, agentes criminales y a los actores económicos única forma de responder a una estrategia de Seguridad.
- Exhortamos el respeto y las garantías constitucionales, del resto de la población privada de libertad en el país, y que estas medidas y acciones por parte del Estado no vulneren los derechos de esta población.
No será mediante la firma de nuevos acuerdos militares con otros países, ni a través del establecimiento de bases militares cómo se va a combatir al crimen organizado transnacional, o la continuidad de políticas neoliberales, será bajo la participación activa de la población, y la gestión correcta de los conflictos, con apoyo de la comunidad internacional.
Construyamos una paz estable, justa y duradera, con derechos, justicia social, libertad, dignidad en Ecuador y todo el mundo, ése es, el derecho y responsabilidad que tenemos como seres humanos y pueblos.
