Statement on DRC – Rwanda Peace Agreement

On the peace agreement signed on 27 June 2025 in the United States between the DRC and Rwanda:

It is with caution and a deep sense of responsibility that the World BEYOND War Regional Organizing Team in Africa takes note of the peace agreement signed on June 27, 2025 in Washington D.C., between the representatives of the Democratic Republic of Congo (DRC) and Rwanda, under the aegis of the United States government.

While any initiative that aims to end the human suffering, environmental devastation, and armed conflict that has lasted for more than 30 years in eastern DRC is to be welcomed, we express strong reservations about the true motivations of this agreement. Indeed, Congo’s natural resources, in particular its minerals including cobalt, coltan, gold, and copper, among others, continue to fuel greed, conflicts, and systemic exploitation in this country which reaps nothing but misery and war.

We, the World BEYOND War chapters in Africa, who are working for the end of wars on the continent and the establishment of true independence of Africa, recall that peace must not be the emanation of external powers wishing to guarantee their access to raw materials, but the clearly expressed will of the local populations. As such, we remain attentive to ensure that peace initiatives are not diverted to serve economic interests, but rather genuinely uphold the dignity of the people concerned.

In line with the vision of World BEYOND War, we reaffirm our commitment to a just peace. Regarding the agreement signed in the United States, we call for:

• Total transparency of the clauses of the agreement;
• Meaningful participation of Congolese and Rwandan civil society in the implementation process;
• A moratorium on mining in conflict areas until a local citizen control mechanism is put in place;
• The cessation of hostilities and the immediate withdrawal of Rwandan troops from Congolese territory;
• The full restoration of State authority in occupied areas, the respect of the DRC’s territorial integrity and border inviolability, and genuine bilateral cooperation based on mutual respect;
• The guarantee of national security and public peace, as well as the unhindered movement of people and goods across the country;
• A military disengagement with support focused on social reconstruction and restorative justice.

We invite peace activists from around the world to join us in maintaining active vigilance on the DRC peace process. We are keeping active our #StandWithCongo campaign for an end to military and economic interference and the return of peace to Congo.

Sur l’accord de paix signé le 27 juin 2025 aux États-Unis entre la RDC et le Rwanda:

C’est avec prudence et un profond sens des responsabilités que l’équipe régionale de World BEYOND War en Afrique prend acte de l’accord de paix signé le 27 juin 2025 à Washington D.C., entre les représentants de la République démocratique du Congo (RDC) et du Rwanda, sous l’égide du gouvernement des États-Unis.

Bien qu’il faille se féliciter de toute initiative visant à mettre fin à la souffrance humaine, à la dévastation de l’environnement et au conflit armé qui dure depuis plus de 30 ans dans l’est de la RDC, nous exprimons de fortes réserves quant aux véritables motivations de cet accord. En effet, les ressources naturelles du Congo, en particulier ses minerais, notamment le cobalt, le coltan, l’or et le cuivre, entre autres, continuent d’alimenter la cupidité, les conflits et l’exploitation systémique dans ce pays qui n’en récolte que misère et guerre.

Nous, les chapitres de World BEYOND War en Afrique, qui œuvrons pour la fin des guerres sur le continent et l’établissement d’une véritable indépendance de l’Afrique, rappelons que la paix ne doit pas être l’émanation de puissances extérieures souhaitant garantir leur accès aux matières premières, mais la volonté clairement exprimée des populations locales. À ce titre, nous restons attentifs à ce que les initiatives de paix ne soient pas détournées au profit d’intérêts économiques, mais qu’elles préservent véritablement la dignité des personnes concernées.

Conformément à la vision de World BEYOND War, nous réaffirmons notre engagement en faveur d’une paix juste. En ce qui concerne l’accord signé aux États-Unis, nous demandons :

• Une transparence totale des clauses de l’accord ;
• La participation significative de la société civile congolaise et rwandaise au processus de mise en œuvre ;
• Un moratoire sur l’exploitation minière dans les zones de conflit jusqu’à ce qu’un mécanisme local de contrôle citoyen soit mis en place ;
• La cessation des hostilités et le retrait immédiat des troupes rwandaises du territoire congolais ;
• Le rétablissement intégral de l’autorité de l’État dans les zones occupées, le respect de l’intégrité territoriale et de l’inviolabilité des frontières de la RDC, et une véritable coopération bilatérale fondée sur le respect mutuel ;
• La garantie de la sécurité nationale et de la paix publique, ainsi que la libre circulation des personnes et des biens sur le territoire national ;
• Un désengagement militaire avec soutien axé sur la reconstruction sociale et la justice réparatrice.

Nous invitons les militants de la paix du monde entier à se joindre à nous pour maintenir une vigilance active sur le processus de paix en RDC. Nous poursuivons activement notre campagne #PourLaPaixAuCongo pour la fin des ingérences militaires et économiques et le retour de la paix au Congo.
