U.S. Militarization Continues in Peru, 1200 U.S. Troops Will Arrive This Month

Starting this month, the U.S. military is sending 1,200 troops to Peru, who will be stationed in the country until the end of the year, providing military support and participating in joint training with the Armed Forces of Peru.

Various voices on the continent, such as the General Confederation of Workers of Peru, Mexican President Lopez Obrador, and Cuban President Miguel Díaz Canel, have criticized this latest episode of warmongering and militarism in the region, which is yet another manifestation of U.S. imperialism and global military domination. It is striking that this occurs just 6 months after the coup d’état against the elected president of Peru, Pedro Castillo, which brought with it the appointment of Dina Boluarte by Peru’s Congress, the same Congress that authorized the entry of United States military troops in the country.

These military operations will take place in Lima and the neighboring puerto del Callao, the Andean-Amazonian regions of Cusco, Ayacucho, Huánuco, Pasco, Junín, Huancavelica and Apurímac, as well as the jungle regions of Loreto, San Martin and Ucayali. It is these same  southern regions of the country where the population has been the victim of repression by the Boluarte government.

It is clear that the military presence of the United States in Peru, through air and aeronautical operations, and military personnel, is a clear interventionist action on the part of the United States government, which, far from reducing its interventionism in the region, today intends to deepen its geopolitical position and military dominance by deploying troops on the ground. These actions continue the disastrous legacy of the Monroe Doctrine, which was issued by the U.S. government 200 years ago this December.

The U.S.’s military collaboration with Peru reflects an endorsement of the repression and violence that has been exercised by the Peruvian State, headed by Dina Boluarte, against the thousands of nonviolent, peaceful protesters who have taken to the streets to demand the restitution of their political, civil and social rights. The presence of foreign troops in the country also means a message of intimidation against the social and political organizations in the country, which are calling for different mobilizations and days of action to restore democracy and the fairly elected government of Pedro Castillo.

From the movement against war and militarism and for peace, we unite in solidarity with the Peruvian people. For this reason, on May 31 at the CANSEC arms fair in Ottawa — North America’s largest weapons expo — various organizations, including World BEYOND War, raised our voices to demand that Canada and other military powers stop sending weapons to Peru.

Continúa la militarización de EE.UU. en Perú, este mes llegarán 1200 efectivos de EE.UU.

A partir de este mes, las Fuerzas Armadas de EE. UU. enviarán a Perú 1200 efectivos, quienes estarán destacados en el país hasta fin de año, brindando apoyo militar y participando en entrenamientos conjuntos con las Fuerzas Armadas de Perú.

Distintas voces del continente, como la Confederación General de Trabajadores del Perú, el presidente de México, López Obrador, el presidente de Cuba, Miguel Díaz Canel, han criticado este último episodio de belicismo y militarismo en la región, cómo una manifestación más del imperialismo estadounidense de dominación global. Llama la atención que esto ocurra a tan solo 6 meses del golpe de Estado contra el presidente electo de Perú, Pedro Castillo, que trajo consigo la designación de Dina Boluarte por parte del Congreso de Perú, este mismo Congreso que autorizó el ingreso de tropas militares de Estados Unidos en el país.

Estos operativos militares se desarrollarán en Lima y el vecino puerto del Callao, las regiones andino-amazónicas de Cusco, Ayacucho, Huánuco, Pasco, Junín, Huancavelica y Apurímac, así como las regiones selváticas de Loreto, San Martín y Ucayali. Son estas mismas regiones del sur del país donde la población ha sido víctima de la represión del gobierno de Boluarte.

Es claro que la presencia militar de los Estados Unidos en el Perú, a través de operaciones aéreas, aeronáuticas y de personal militar, es una clara acción injerencista por parte del gobierno de los Estados Unidos, que lejos de reducir su intervencionismo en la región, hoy tiene la intención de profundizar su posición geopolítica y su dominio militar mediante el despliegue de tropas sobre el terreno. Estas acciones continúan el legado desastroso de la Doctrina Monroe, que fue emitida por el gobierno de los EE. UU. hace 200 años.

La colaboración militar de Estados Unidos con Perú refleja un respaldo a la represión y violencia que ha ejercido el Estado peruano, encabezado por Dina Boluarte, contra los miles de manifestantes pacíficos, que han salido a las calles para exigir la restitución de sus derechos políticos, civiles y sociales. La presencia de tropas extranjeras en el país significa también un mensaje de intimidación contra las organizaciones sociales y políticas del país, que convocan a distintas movilizaciones y jornadas para recuperar la democracia y el gobierno justamente electo de Pedro Castillo.

Desde el movimiento contra la guerra,  el militarismo y por la paz, nos unimos en solidaridad con el pueblo peruano. Por eso, el 31 de mayo en la feria de armas CANSEC en Ottawa —la exposición de armas más grande de América del Norte— varias organizaciones, entre ellas World BEYOND War, alzamos la voz para exigir que Canadá y otras potencias militares dejen de enviar armas a Perú.

  1. I’d be interested in some analysis that may explain the troops as a strategy to help Peru (and other neighboring countries) fight the infiltration of drug cartels. Military involvement isn’t exclusively to support bad government motives of repressing internal dissent. Internal dissent isn’t a constant factor of destabilization and lethal danger the way cartels are.

    1. Always good to seek out humanitarian excuses before they start making any. They appreciate that!
