Groundbreaking Report Details Canada’s Role in Arming Israel’s Genocide of the Palestinian People

Today, World BEYOND War, Palestinian Youth Movement, and the Arms Embargo Now Campaign have published a groundbreaking report detailing Canada’s role in arming Israel’s genocide of the Palestinian people. A Parliamentary Press Conference will be held at 11:00am ET today in Ottawa, and livestreamed at CPAC.ca, to expose the report’s damning findings. Despite repeated claims that Canada had stopped sending weapons to Israel, the report’s evidence demonstrates a continuous flow of Canadian military goods directly to Israel. This report proves that Canada’s public statements on arms exports to date formed a strategic pattern of lies to confuse the public and conceal the grim reality of Canada’s role in enabling the slaughter of over 59,000 Palestinians since October 2023. Despite the Canadian government’s calculated campaign of deceiving the public, Canada has continued to actively arm a documented genocide in violation of both domestic laws and international laws under the UN Genocide Conventions and the Arms Trade Treaty.

THE UNPRECEDENTED BETRAYAL: EVIDENCE OF COMPLICITY

This comprehensive report, with the first-time public snapshot of Canada’s military support for Israel, unveils a chilling array of direct military support:

  • Detailed commercial shipping records from 47 direct military shipments from Canada-based arms manufacturers to Israeli weapons companies between October 2023 and July 2025.
  • Shipments from six Canadian cities primarily destined for Israel’s largest weapons company, Elbit Systems.
  • Over 100 international flights transported Canadian weapons to Israel, with 64 of these being commercial passenger flights carrying military cargo beneath civilian travelers on routes including Frankfurt, Paris, New York, Abu Dhabi, and New Delhi.
  • Two confirmed sea shipments departed from Halifax, Nova Scotia, bound for Israeli ports of Haifa and Ashdod via ZIM Integrated Shipping Services, with the most recent departure on July 11, 2025.
  • Three shipments of cartridges originated from a General Dynamics Ordnance and Tactical Systems (GD-OTS) facility in Repentigny, Quebec, including one that occurred just nine days after Canada pledged to block munitions exports from GD-OTS.

Further findings confirm that weapons have continued flowing to Israel throughout 2024 and 2025, despite official statements asserting restrictions:

  • 421,070 bullets exported to Israel since the Gaza assault began, alongside 735 cartridge parts and 111 components for military weapons.
  • One shipment in April 2025 alone contained 175,000 bullets.
  • 391 shipments of bullets, military equipment, weapons parts, aircraft components, surveillance and communication equipment exported from Canada to Israel between October 2023 and June 2025.
  • 164 export permits worth $18.9 million were still utilized in 2024, despite Canada’s proclaimed “pause,” making Israel Canada’s third-largest non-U.S. buyer of weapons that year.
  • Goods included aircraft engines, avionics, ammunition, satellite navigation systems, radar equipment, communication and electronic warfare components, cartridges, F-35 fighter jet parts, and Elbit Systems components.

The sheer volume of these shipments reveals that the Canadian government’s much-publicized “pause” on new permit approvals in January 2024 did nothing to stop the flow of weapons to Israel because the hundreds of previously approved permits were used, and are still being used, to ship a constant pipeline of Canadian arms to Israel. By continuing these transfers, Canada is violating domestic law and its international commitments.

OUR DEMAND IS IMMEDIATE AND NON-NEGOTIABLE:

A FULL, IMMEDIATE, AND PERMANENT TWO WAY ARMS EMBARGO: Canada must instantly cease all arms transfers to Israel, canceling all active export permits, closing the loophole for unregulated transfers via the US, and halting all contracts and planned purchases of military goods from Israel.

Canada’s moral standing and its adherence to international law have been shattered by its active role in facilitating genocide. This report is a stark and final warning. History will remember those who fueled the fires of destruction and those who demanded justice. The deception ends today.
