Som et resultat av krav fra den siste timen fra den amerikanske regjeringen under forhandlingene om Kyoto-traktaten fra 1997, ble militære klimagassutslipp unntatt fra klimaforhandlinger. Den tradisjonen har fortsatt.
Parisavtalen fra 2015 overlot å kutte militære klimagassutslipp til individuelle nasjoners skjønn.
FNs rammekonvensjon om klimaendringer forplikter underskriverne til å offentliggjøre årlige klimagassutslipp, men militær utslippsrapportering er frivillig og er ofte ikke inkludert.
NATO har erkjent problemet, men ikke laget noen spesifikke krav for å løse det.
Det er ikke noe rimelig grunnlag for dette gapende smutthullet. Krig og krigsforberedelser er store klimagassutslipp. Alle klimagassutslipp må inkluderes i obligatoriske standarder for reduksjon av klimagasser. Det må ikke være noe mer unntak for militær forurensning.
Vi ber deg om å sette strenge grenser for klimagassutslipp som ikke gjør noe unntak for militarisme, inkluderer transparente rapporteringskrav og uavhengig verifisering, og som ikke er avhengig av ordninger for å "kompensere" utslipp. Klimagassutslipp fra et lands oversjøiske militærbaser må rapporteres fullstendig og belastes det landet, ikke landet der basen er lokalisert.
