Aan: Deelnemers aan jaarlikse VN-klimaatveranderingskonferensies
As gevolg van die laaste uur se eise wat die Amerikaanse regering tydens die onderhandeling van die Kyoto-verdrag van 1997 gestel het, is militêre kweekhuisgasvrystellings vrygestel van klimaatsonderhandelinge. Die tradisie het voortgegaan.
Die Parys -ooreenkoms van 2015 het die besnoeiing van individuele lande aan militêre kweekhuisgasvrystellings beperk.
Die VN se raamkonvensie oor klimaatsverandering verplig die ondertekenaars om jaarlikse kweekhuisgasvrystellings te publiseer, maar militêre vrystellingsverslagdoening is vrywillig en word dikwels nie ingesluit nie.
Die NAVO het die probleem erken, maar geen spesifieke vereistes daargestel om dit aan te spreek nie.
Daar is geen redelike basis vir hierdie gapende skuiwergat nie. Oorlog en oorlogsvoorbereidings is die belangrikste kweekhuisgasse. Alle kweekhuisgasvrystellings moet ingesluit word in die verpligte standaarde vir die vermindering van kweekhuisgasse. Daar mag geen uitsondering meer wees vir militêre besoedeling nie.
Ons vra jou om streng kweekhuisgasvrystellingsperke te stel wat geen uitsondering vir militarisme maak nie, deursigtige verslagdoeningsvereistes en onafhanklike verifikasie insluit, en nie staatmaak op skemas om vrystellings te “kompenseer” nie. Kweekhuisgasvrystellings vanaf 'n land se oorsese militêre basisse moet volledig gerapporteer en aan daardie land gehef word, nie die land waar die basis geleë is nie.
